A form-based code (FBC) is a zoning approach that focuses less on a building's use, and more on its form and appearance. Unlike traditional zoning, it addresses the relationship between buildings and the street, the form and mass of buildings in relationship to one another, the pattern of blocks and streets and the location and type of public spaces. The form-based code was strongly recommended in the Comprehensive Plan as the most effective way to achieve the urban form envisioned by the Lansing citizens.
The Planning Board held public hearings regarding Phases 1 and 2 on February 2, 2016, and regarding the entire FBC ordinance on October 4 and November 1, 2016. There was another presentation of the proposal on March 7, and the Board will give it further consideration at its May 2 meeting.
