Trash being missed can happen for a few reasons.
Each CART customer is allowed one free trash collection service change per quarter (every three months). If you want to change your service after you have used your free switch, then it will cost $25.00. To make this collection service change, call the CART office and select option 1.

Filing a claim does not relieve you of responsibility for the fee or any interest or penalties charged for late payment. Thus, you should pay the fee in a timely manner, even though you are filing a claim. Paying the fee will not be held against you when your claim is reviewed. If you pay the fee and are found not to be liable for it, your money will be refunded to you.

The OCA prosecutes all misdemeanor violations and civil infractions that occur within city limits. Some of the offenses include drunk driving, frequenting drug houses, assault and battery, property destruction and all peace disturbances. The civil infractions include all traffic violations, such as speeding, disobeying traffic signals and driving while your license is suspended.
The OCA advises the Mayor, City Council, officers, departments and agencies of the City on matters relating to their official duties.

You may park overnight in our parking ramps, however, you will be responsible for the daily rate with a daily maximum. Your daily maximum will vary based upon your location. A Lansing Police Officer will always inform you of the reason for the stop. Traffic violations are the most common reason for police stopping a vehicle. Examples of traffic violations include speeding, disregarding a traffic control device, improper or expired license plate or equipment violations. A criminal investigation may be another reason for being stopped. Your vehicle may match the description of a vehicle that has been involved in a crime.
At some point during the stop, the officer may ask you and/or passengers to exit the car. This request may be for safety or investigatory reasons. The courts have upheld an officer's right to make such a request. Please comply with this request. Police officer actions during a traffic stop are guided by the fact that many police officers are assaulted and killed each year during traffic stops. Our goal is to protect you and to ensure officer safety. If you are issued a citation and you disagree, please do not argue at the scene. You have the right to contest a citation before a judge or magistrate at a later time.

Permitting alarm users allows the Police Department to ensure that users have state licensed alarm companies and that the alarm systems were installed by professionals. The actual $25 fee does not even cover the amount of time the Community Service Officer spends monitoring the individual account. As all major Cities in Michigan either have been or are beginning to permit alarm users, Lansing is actually the only municipality to not require the permit to be renewed. The reason? We are not trying to make money. We are trying to stop expending the original resources. Basically, the alarm permit is an attempt to drastically reduce the number of false alarm responses. Since the ordinance went into effect, we have reduced our false alarm responses by 10%. This is the largest reduction ever in single year for Lansing. Your $25 permit fee is saving you several hundred tax dollars down the road that would have been spent in those alarm responses.
If you have motion sensors make sure there is nothing in the room that can move. Such as curtains by an open window or air/heat duct. Plants and balloons are other common culprits. With window and doors sensors, your windows and doors need to be properly maintained. If they are beginning to age and are getting loose or rattle in the wind, you are at a higher risk of false alarms. Check to see if you are "over alarmed." Meaning, you have more alarm components on your system than you need. If you are unsure, you can contact the Lansing Police Community Services Unit and have them come out and look at your system.
Make sure you have a service plan with your alarm company. If you are required to have the system inspected or equipment replaced, it can get very expensive. Make sure your alarm company has up to date contacts. This way if an alarm goes off and the alarm company is trying to contact a key holder to verify an alarm prior to sending the police, they can get a hold of someone quickly. Again, most false alarms are user error during entry or exit. This is a good way to prevent unnecessary police response.

As part of Lansing’s B2P2, several solutions are available to help stop sewer backups:
A valve is installed in the floor drain or in the service pipe that connects your basement plumbing to the City sewer. With a backwater valve, sewer can only flow from the house to the sewer.
A backwater valve stops sewage from flowing back into the house from the City sewer. It can be installed inside or outside of your home.
Periodic maintenance will help keep the valve clear and working well. While a backwater valve greatly reduces the chance of a backup in your basement, no solution is completely foolproof. Extreme conditions may still cause a backup.
A sewage pump is installed under the basement floor or outside the home to collect sewage flowing from the basement fixtures and the basement floor drain. A sewage pump pushes sewage up to an over-head sewer above the floor level. From there, it can drain by gravity into the sewer service line.

Basement fixtures are disconnected. Neither a backwater valve or sewage pump is needed to prevent backups.
No, the B2P2 is for homes that have experienced multiple sewer backups related to the City’s public sanitary sewer system. Water that seeps through basement walls, windows or floors during heavy rains is not related to the City’s sanitary sewer system.
The program will first help homeowners who have experienced the most sewer backups. From there, it is on a "first come, first served" basis. The schedule for ongoing implementation of the program will depend on available financing and the level of interest by affected property owners.
The work is typically performed by a licensed plumbing contractor. If electrical system improvements are necessary to facilitate the B2P2 solution, a licensed electrical contractor is also needed. If you don’t have a contractor, the City has a list of interested local contractors. Their contact information is available on the website or by emailing or calling the B2P2 staff.
After receiving a copy of the contractor estimate, the B2P2 representative will call you to schedule an inspection and verify that the estimate is complete.

It means that there has been an item or items left in the area from the sidewalk to the street in front of your home for more than 24 hours. These items (trash carts, miscellaneous trash, brush piles, etc.) must be removed within a seven day time period. The violation notice is left at the home, as well as mailed to the property owner of record. If the item(s) are still within the right-of-way by the end of the seven-day period, the City will remove the item(s) from the street side and the property owner will receive a nuisance fee billing for the removal cost incurred by the City.

This project is being led by the City of Lansing’s Department of Public Service - Engineering Division. As for MDOT, they will be involved in the analysis and conversion to two-way operation. The City is in negotiations with MDOT to transfer jurisdiction of two and a half of the streets to the City of Lansing as a part of the overall project. After jurisdiction has been transferred, the City will take over the responsibility for the design, implementation and ongoing maintenance of those streets.

The adjacent property owner is generally responsible for the maintenance and repair of the sidewalk. You may report the uneven sidewalk to the Public Service Department at (517) 483-4455. An inspector will be dispatched to see if an asphalt patch needs to be installed to temporarily smooth uneven sidewalk area in order to help prevent a trip hazard.
The City has a sidewalk replacement program that spans over many years as funding becomes available. Citizens have 24 hours after snow stops falling to clear their sidewalks. If it has stopped snowing and you have a complaint, please submit a request using the Lansing Connect app or by calling the Public Service Department at (517) 483-4455 with the following information:

The City of Lansing rates its streets on a 1-10 scale, with 10 being the best. The scale is broken down into "good," "fair," and "poor" categories, each with a recommended maintenance treatment. As shown in the table below, 258 miles out of our 414 network miles are rated poor or worse:
As shown on the graphic below, the average rating of the entire street system has been declining for years and currently sits at 4.14.
For reference, a system-wide rating of 7 is considered desirable.
After a street is newly reconstructed, it has a life expectancy of roughly 20 to 30 years. However, this life expectancy can be extended by performing preventive maintenance. Factors that contribute to pavement deterioration include: aging, freeze-thaw cycles, truck traffic and insufficient preventive maintenance. Freeze-thaw cycles happen when moisture enters tiny cracks in the pavement and then freezes. As the moisture freezes, it expands and further opens the cracks. As this process continues, eventually a pothole forms. This process is further explained in the graphic below:
As the pavement continues to age and deteriorate, additional preservation treatments can be implemented such as micro-surfacing, chip seals, thin overlays, milling, repaving and then ultimately reconstructing. These treatments, when applied in a timely manner, can greatly extend the life of a pavement.
As shown below, preservation treatments applied in a timely fashion can more than double the life expectancy of pavement.
Lansing’s street network has been underfunded for years, which in short answers the question. The effect of the long-term lack of funding is why our system is in such poor condition. In order to address the current condition of the system, annual funding needs to be over $25 million. The actual funding for street repair needs has averaged less than $4 million per year as shown on the following graph:
As the lack of funding of our streets continues, the cost to fix our street network continues to increase rapidly; growing from $100M in 2006 to $211M in 2016.
The primary source of funding comes from Act 51 – a gas and weight tax that gets paid at the fuel pump. Currently, Lansing is receiving approximately $11.9 million per year, and most of that is used for snow plowing, potholing, moving, and routine maintenance. Of that $11.9 million, only $2.4 million is used for street repairs. The reason for this is because the Federal Surface Transportation Program (STP) provides between $1 to $1.5 million for rehabilitating major streets. The rest of the funding is generated from a general fund that's annual amount is assigned from the City's tax revenues. So, when the economy is poor like it has been in the past, there is isn't any allocation of money, which in turn means that there isn't any general fund allocations either.
In addition to this, the public safety and infrastructure millage generates approximately $1.95 million per year for operational and maintenance costs such including approximately $300,000 for paving local streets.
Act 51 primarily funds maintenance and a small amount of capital improvements. Historically, the City has had regular outside sources of funding for the street system for capital improvements. Because $25 million is needed and only $4.2 million is provided, there is a $20.8 million shortfall. In order to fix this, possible solutions include changes at the state level to the gas and weight tax as well as adding an additional special millage.

Each CART customer is allowed one free trash collection service change per quarter (every three months). If you want to change your service after you have used your free switch, then it will cost $35.00. To make this collection service change, call the CART office and select option 1.
If your trash cart has been repossessed as a result of neglecting to pay your trash collection service bill, call the CART office. Staff will inform you of how much it will cost to restart your service to receive your cart back.
The most probable reason that your cart disappeared is because it was repossessed. This means that CART took the cart back as a result of a trash bill not being paid. To re-obtain your cart, please call the CART office at (517) 483-4400.
Yard waste needs to either be placed in paper yard waste bags (these can be purchased at local retailers) or tied together in a bundle by rope or string. Yard waste will not be accepted if it is in anything else including plastic bags. The reason yard waste cannot be accepted in plastic bags is because plastic bags are not compostable and can cause damage to the machinery used to compost yard waste.
No, raking and/or blowing leaves into the street is a violation of City Ordinance. Violators may be issued a citation. If you have a neighbor who is doing this that you would like to report, contact the Public Service Department at (517) 483-4161. Your identity will be kept confidential and a representative will be sent out to follow up on this concern.

In the case of mobile temporary signs, the required deposit may be forfeited if the signs use violates the terms of the permit in addition to the sign being confiscated by the City.

Proof may be submitted directly to the court or certified by a police officer on the reverse side of the ticket. If you have an officer sign the back of your ticket it still remains your responsibility to submit that ticket to the court within 14 calendar days. Your ticket will not be dismissed by the court but the fines and costs will be waived.
